Latvia Residency by Investment

A discretionary pathway to European Union residency in Latvia, granted to individuals whose investments
or contributions create measurable value for Latvia and its economy, assessed on a case‑by‑case basis.

Latvia offers residence permits to non-EU nationals through qualifying investments in the country.

Minimum investment from 60.000€.

Investment Options
Real Estate Investment

• Purchase of real estate with a value of at least 250.000€
• In Riga, Jurmala and designated surrounding municipalities the investment must be in a single property
• In other regions of Latvia, the investment may consist of up to two properties with a combined value of at least 250.000€
• State fee equivalent to 5% of the property value

Investment Options
Business Investment

• Investment of 50.000€ in the equity capital of a Latvian company with no more than 50 employees and annual turnover or balance not exceeding 10 million €
• The company must pay at least 40.000€ annually in taxes
• Additional state contribution: 10.000€

Larger Latvian companies may qualify under separate investment thresholds starting from 100.000€.

Financial Requirements

Applicants must demonstrate sufficient financial means to support themselves and their family members without relying on social assistance.

Minimum annual income requirements include:

• 15.480€ for a single applicant
• 20.640€ for a couple
• 22.188€ for a couple with one child

Application Pathway

Applicants complete a qualifying investment, submit the application with the required documentation and undergo due diligence by the Latvian authorities.

Required documents include a valid passport, proof of investment, a clean criminal record certificate and supporting financial documentation.

The official review period by the Latvian authorities is generally around 30 days once a complete application has been submitted.

Residence permits are typically issued within approximately 2–3 months.

The first temporary residence permit is generally issued for 1 year and may subsequently be renewed for an additional 4 years.

Permanent Residence and Citizenship

Permanent residence may become available after 5 years, subject to residence requirements and successful completion of the Latvian language test.

Applicants must also demonstrate knowledge of Latvian history, culture and the national anthem.

Eligibility to apply for Latvian citizenship through naturalisation may arise after a longer period of legal residence and subject to the applicable legal requirements.
